Camille Wagner joined Sacramento Advocates, Inc. as a Partner and Lobbyist in October 2026.
Camille brings 22 years of experience in the political sector, working at the highest levels of government on complex policy, political and budget issues. Camille’s expertise spans insurance, procurement, the state budget process and technology, along with other high profile policy areas including taxation, climate, autonomous technology, telecommunications, housing, cannabis and transportation.
Camille served as Legislative Secretary to Governor Edmund G. Brown Jr. for four years, gaining invaluable insight into the policy and budget development process, and was a lead negotiator on numerous pieces of legislation, including the extension of the Cap and Trade Program, the Road Repair and Accountability Act of 2017, and reforms to California's municipal bankruptcy law. In the aftermath of the mortgage crisis, Camille led the negotiation on the state’s mortgage reform legislation and the Homeowner Bill of Rights, which helped stabilize the real estate market and ensure that homeowners received fair compensation.
Throughout her career, Camille has engaged closely with officials in both the administration and the Legislature on the execution of strategic policy and long-term programmatic change. Her intimate knowledge of legislative and executive branch structures allows her to guide clients toward success. She also served as policy advisor and legislative director to former chairs of the Energy, Local Government, Budget and Appropriations Committees in both houses of the Legislature.
Camille received her bachelor’s degree in political science from the University of Notre Dame.
